Charles Ostroff is a Senior Vice President and Multifamily Chief Credit Officer, reporting to the Executive Vice President of Multifamily. Charles is responsible for establishing the strategic framework to analyze, manage, and mitigate credit risk for Multifamily’s mortgage business. He also leads, oversees, and implements credit and underwriting standards to ensure the creation and application of prudent risk strategies, techniques, and practices for the Multifamily Delegated Underwriting and Servicing (DUS®) program and the division’s mortgage business.
Before joining Fannie Mae in 2018, Charles served as Senior Vice President, Chief Underwriter, and Head of Agency Products at Arbor Commercial Mortgage. He was responsible for assigning and directing the staff in conformity with sound credit practices and Fannie Mae guidelines, as well as running the full spectrum of multifamily product offerings, including market-rate acquisitions and refinances, bond credit enhancements, Multifamily Affordable Housing-qualified transactions, seniors housing projects, moderate rehabs and supplemental loan transactions.
Prior to Arbor, Charles served as Vice President/Client Manager and Chief Multifamily Underwriter for Zenta, a third party due diligence and consultancy firm. He managed the multifamily and affordable housing due diligence and underwriting platform and served as the Senior Underwriter for several CMBS transactions.
Before Zenta, Charles spent approximately ten years with Related Capital/Charter Mac in positions including Assistant Vice President, Vice President, and Senior Vice President/Chief Underwriter of Affordable Multifamily Debt and Equity.
Charles holds a B.A. in Political Science from The George Washington University and a J.D. from the University of Baltimore, School of Law.
